Highland Foundry Metro Vancouver Permit Amendment

Metro Vancouver

Viterstream is assisting Highland Foundry with a major amendment to their Metro Vancouver air permit, including development of a complete emissions inventory of criteria air contaminants (CACs), metals and volatile organic compounds (VOCs) and a dispersion model using the CALPUFF system.

This is the first occasion that Highland has completed a full emissions assessment and dispersion model, which was required from the regulator for the permit update. Viterstream staff conducted a site visit and facility review of all existing emissions sources and past emissions tests, including emissions controls used on some of the sources. Each source was characterized in detail for the emissions reporting and dispersion model.

Viterstream’s scope of work included:

– review of existing facility data, including stack tests;

– site visit and characterization of emissions sources;

– development of an emissions assessment report, identifying average and maximum emission rates of specific chemicals and metals;

– development of a model plan to support dispersion modelling;

– completion of dispersion modelling and related report to identify consequences of the facility emissions;

– support to the facility for follow-up requirements from the authority.
